Why is this report important? Because a group of highly paid individuals were tasked with making sense of how Cost Plus Fixed Fee (CPFF) and other cost-type contracts would be audited by the Department of Defense (to start) and procurements made in the future. The Section 809 Panel Report, Volume 1, gives contractors their first glimpse of "reasonableness" on the side of the government.
The report provides a terrific summary of 'how we got here' and provides a new vision of 'where we need to get to.'
